How to Appeal an NCP Parking Charge

NCP (National Car Parks) is one of the UK's best-known car park operators. If you've received a parking charge from NCP that you believe is unfair — whether for overstaying, a payment issue, or a barrier problem — here's how to challenge it.

Understanding NCP Charges

NCP operates both as a private parking company and, in some cases, on behalf of local councils. The type of notice you receive determines your appeal route. A private parking charge from NCP is not the same as a council PCN — it is an invoice for breach of contract. NCP is a member of the British Parking Association (BPA), which means independent appeals go through POPLA.

NCP charges typically range from £60 to £100, with a reduced rate if you pay within 14 days. However, paying means accepting the charge — so do not pay if you intend to appeal.

Common Reasons for NCP Charges

Pay-on-Exit Failures

Many NCP car parks use a pay-on-exit system where you insert your ticket at the barrier to pay. Common issues include: the machine not accepting your payment card, the ticket being unreadable, the contactless reader failing, or the machine displaying an error. If you were unable to pay due to a machine fault, this is a strong ground for appeal. Note the time the issue occurred and report it to NCP customer services immediately if possible.

Overstay Charges

If you exceeded your paid parking time, NCP may issue a charge for the difference. If the overstay was minimal and caused by circumstances outside your control — such as a delayed meeting, a medical appointment overrunning, or long queues at the pay machine — explain this in your appeal. Provide evidence where possible.

Barrier Malfunctions

NCP car parks frequently use automatic barriers. If the entry barrier failed to register your arrival, or the exit barrier would not open despite valid payment, you may receive an erroneous charge. This is especially common in multi-storey car parks with ageing equipment. Request NCP's barrier logs as evidence — they are timestamped and can prove a malfunction occurred.

Payment App Issues

NCP's mobile payment app can sometimes fail to register a payment correctly, or a session may not start properly. If you can show a screenshot of the app confirming your payment attempt, a bank statement showing the charge was taken, or an error message from the app, this supports your case.

NTK Requirements

As a private operator, NCP must comply with the Protection of Freedoms Act 2012 (POFA) if they wish to pursue the registered keeper. How to Appeal an NCP Charge

  1. Appeal to NCP directly: Contact NCP using the details on your charge notice. Most appeals can be submitted online through NCP's website. Clearly state your grounds and attach any supporting evidence (photos, payment receipts, screenshots).
  2. If rejected, appeal to POPLA: NCP's rejection letter will contain a POPLA code. You have 28 days to submit your independent POPLA appeal. This is free.
  3. POPLA decision: If POPLA finds in your favour, NCP must cancel the charge. If they find against you, NCP may continue to pursue payment, potentially through debt recovery.
