Leeds City Council Enforcement

Leeds City Council manages on-street parking enforcement, council car parks, bus lane cameras, and moving traffic contraventions across the entire Leeds metropolitan district — which includes areas like Headingley, Morley, Otley, Wetherby, and Pudsey. PCN charges are £70 (higher band) or £50 (lower band), halved if paid within 14 days. The standard council PCN appeals process applies, with final appeals going to the Traffic Penalty Tribunal.

How to Appeal

1. Informal challenge: Leeds City Council accepts informal challenges online through their website. Submit within 14 days of a windscreen PCN or 28 days of a postal PCN. The discount period is frozen during consideration.
2. Formal representation: After receiving a Notice to Owner, you have 28 days to submit a formal representation on statutory grounds.
3. Traffic Penalty Tribunal: If rejected, you have 28 days to escalate to the TPT. It is free, independent, and most cases are decided on written evidence.

Common Leeds Hotspots

• The Headrow and Briggate: The main shopping streets in Leeds city centre are partially pedestrianised with strict delivery-only windows. CCTV monitors vehicle access, and drivers who enter outside permitted hours receive postal PCNs.
• Woodhouse Lane and university area: The streets around the University of Leeds and Leeds Beckett University are heavily enforced. Residents’ parking zones cover most of Woodhouse, Hyde Park, and Burley. Students and visitors frequently receive tickets for parking without a permit.
• Bus lanes on the A660 and A65: The main corridors into the city centre have camera-enforced bus lanes. The A660 Otley Road through Headingley and the A65 Kirkstall Road are particularly active.
• Elland Road on matchdays: Special restrictions apply around the Leeds United ground on matchdays and event days. Temporary signage is used, which can be poorly positioned.
