Millions of parking tickets are issued across the UK every year — and the numbers keep rising. This page brings together the latest available data on council PCNs, private parking charges, appeal success rates, and enforcement revenue.
Total Parking Tickets Issued
Council PCNs
Local authorities in England issue approximately 10–11 million Penalty Charge Notices per year, according to data from PATROL (Parking and Traffic Regulations Outside London) and London Councils. London alone accounts for roughly 5–6 million of these, with the remainder spread across English councils outside the capital. Scottish and Welsh councils issue a further 1–2 million combined.
The trend has been steadily upward, driven by the expansion of CCTV enforcement (particularly for bus lanes, yellow box junctions, and school keep-clear zones) and the introduction of Clean Air Zones in cities like Birmingham, Bristol, and Bath.
Private Parking Charges
The private parking sector has seen explosive growth. According to DVLA data on keeper enquiries, private operators made approximately 22–24 million requests for vehicle keeper details in recent years — a strong proxy for the number of charges issued. This figure has more than doubled in the past five years, reflecting the spread of ANPR (Automatic Number Plate Recognition) cameras in supermarket car parks, retail parks, hospitals, and residential areas.
ParkingEye alone accounts for a significant proportion of all private charges. Other high-volume operators include APCOA, Excel Parking, UKPC, and CP Plus.
Revenue Generated
Council parking enforcement generates substantial revenue. London Councils reported a combined net parking surplus of over £500 million per year across London boroughs (this includes both PCN income and pay-and-display revenue). Outside London, PATROL data shows councils collectively generate hundreds of millions more. By law, surplus parking revenue must be reinvested in transport and environmental improvements.
Private operator revenue is harder to quantify because companies are not required to publish enforcement income separately. However, given charge volumes and average amounts, the sector’s total annual revenue from parking charges is estimated to exceed £1 billion.
Appeal Success Rates
This is the statistic that matters most to motorists considering an appeal. The numbers are encouraging:
Traffic Penalty Tribunal (TPT)
The TPT, which handles council PCN appeals in England and Wales, reports that approximately 50–55% of appeals are decided in the motorist’s favour. This figure has remained consistently high. It does not include the many PCNs that councils cancel before the case reaches the tribunal — when those informal and formal challenges are included, the effective success rate is even higher.

POPLA (Private Parking)
POPLA, the independent appeals service for BPA-member operators, has historically upheld approximately 38–42% of appeals in favour of the motorist. Again, this does not account for the many charges cancelled by operators before POPLA involvement.

IAS (Independent Appeals Service)
The IAS, which handles appeals against IPC-member operators, reports similar success rates to POPLA, in the range of 35–40%. The IAS is newer than POPLA and handles a smaller volume of cases.
Most Common Contraventions
Based on PATROL and London Councils data, the most frequently issued PCN contravention codes are:
- Code 01 — Parked in a restricted street during prescribed hours (single/double yellow line violations). This is consistently the single most common contravention. See our Code 01 guide.

- Code 05 — Parked after the expiry of paid time. See our Code 05 guide.
- Code 06 — Parked without clearly displaying a valid pay-and-display ticket.
- Code 99 — Stopped on a pedestrian crossing or crossing area.
For private charges, the most common reasons are overstaying the free period in supermarket and retail car parks, followed by failure to enter a registration number correctly at pay-on-foot machines.
Busiest Councils
In London, the boroughs issuing the most PCNs are typically Westminster, Camden, Lambeth, Newham, and Tower Hamlets. Westminster alone issues over 500,000 PCNs per year, more than many entire regions combined.
Outside London, high-volume councils include Manchester, Birmingham, Leeds, Nottingham, and Bristol.
Average Charge Amounts
- Council PCN (outside London): £50–£70 at the discounted rate; £100–£140 at full rate.
- Council PCN (London): £65–£80 discounted; £130–£160 full rate for higher-band contraventions.
- Private parking charge: £60–£100 is typical, with airport and hospital sites often charging £100–£170.
What the Numbers Tell Us
The data makes two things clear. First, you are far from alone — over 30 million parking tickets are issued in the UK every year. Second, appealing works. With tribunal success rates around 50% and independent appeals services around 40%, the odds are far better than most motorists assume.
